This was very clearly a zone defense. Rice was NFL open from the moment he makes his break on the slant.
From within the 5 yard line, you’re just going to have to anticipate and throw into some tight windows if you want to get the job done once the field gets crowded down here. |

The window for the throw was at the 6-7 second mark. Looks like Pat is looking right at him and sees the defender shift his hips to take away the lane.
By the time he's flushed it's already too late. Pat committed to the scramble and Rice ran himself into a defender who was coming over from the right. If you want to be mad at Pat at any point during this play you can be mad at him for not throwing him early. Lets also not forget that this would've been a scramble for good yardage to get them inside the 5 too.

He had the time, he had a throwing lane, Rice had the space. Ball should've been thrown, IMO.

He should've immediately come off Kelce and seen that lane to the safety's left. As has been noted, those are the windows you get inside the 10. If you're unwilling to throw that ball at that time, don't call that play. Because that play worked as designed. The QB just didn't stay with the design.
