I saw it too. The problem is that it landed just a couple of feet from the sidelines. But I don't think he was offside. And the official that threw the flag was not in position to see if he was.

It was only a flag because it caused a turnover that would of essentially ended this game.

Yes, I think that particular penalty (intentional grounding), which was apparently accepted by Cleveland, automatically leads to a 10 second runoff.
