It’s not about the receiver it’s about the coaching.

Rice is INFINITELY more talented than Pacua.

We don’t use Rice like the Rams use Pacua.

Why? Rice is the most or 2nd most talented WR on the team. What holds him back that’s not holding Pacua back in LA?
