When you look at option contracts ,is the "open interest" the actual number of contracts purchased???

AMC has 39,952 "open interest" with a $40 strike price for 3/19 and then volume says 11,709

What does this mean?

I think that’s how many orders are on that haven’t been filled. Meaning it hasn’t hit the price their ordered at.
