I think that plays a part, yes. From a young age, players who are not tall enough are likely steered toward different positions, which leads to fewer short QBs who make it to the league.

There’s precedence there actually in how the football world handled black QBs for decades. Coaches thought they were not smart enough to play QB or too athletic and were steered to RB or WR.

This has nothing to do with smarts though. This is the physical nature of a QB and what has worked and not worked. And the facts suggest short QB's are not often as successful as taller one's. Simple.
