I just don't get it. Falcon was already cool. There was zero need to change him to Captain America.

Bucky always made more sense. He got enhanced, plus the bionic arm, he's gone toe to toe with Steve Rogers. In short, he has the abilities and skillset needed to step into the shoes of Captain America.

Sam is a regular soldier in a high tech wingsuit. A good guy version of Vulture, and you have him throwing down with Red Hulk?
