It all depends on if either of them are given any autonomy. Heyman got some during the Smackdown 6 period and it was glorious. But I don't see Vince giving up the death grip quite yet. They already have a really good roster but the writing/Vince doesn't let anyone become a star. It's all 50/50 booking and putting Shane over.
