Statistical representation: The passer rating scale is designed to range from 0 to 158.3, with 0 representing the worst possible performance.


So, while a quarterback can have a horrible game that warrants a negative rating, the official passer rating will never drop below zero. This ensures consistency in statistical reporting and maintains a clear lower bound for performance evaluation.
