Don't the Raiders pick at #13? If he's going #1, trading up will cost them a ton. I looked up a draft chart and it says #13 is 1150 points while #1 is 3000 points. Sounds like a deal that Kevin Costner would negotiate. It would be easier to trade up from #32 to #13 than from #13 to #1.
