I'm a fan of Carroo, but there are some serious character concerns that would make it difficult for me to say he's worth a 2nd. I'd rather have Shepard, Miller, or Boyd there if we go WR. He's solid all around and has some of the best hands in the draft. He's definitely a 2nd/3rd round talent.

Strong hands.. intelligent player.. good route running.
I'd be happy enough if he is the choice in rd 2. I'd slightly prefer Sheperd, as I feel he is a more safe prospect.. but at #59? either would be a win. ( same for Boyd )
