His offenses were mostly Chris Carter and scrap. He didn't have Moss until his last season in Minnesota. He was leading one of the most prolific offenses in football with little more than the dried up husk of Warren Moon, the flat tires of Robert Smith and Chris Carter.
He had considerably less to work with in Minnesota than Dabol had to work with in KC this season for 80% of his tenure in Minn and he put up offenses that ranked in the top 1/3 of the league in 3 of those 4 seasons.

I honestly have no clue what you're trying to argue here. Yes, I agree that Billick has a good offensive mind. No question.
Now tell me about how his expertise transcended in Baltimore. Why didn't his offenses live up to his level of expertise? Why wasn't he able to get a QB? Everyone wants one. Anyone can say as much. Why did he fail?
