Anyone who argues for Billick but against Cowher is being grossly contradictory in my view.
I've argued strongly in favor of Cowher and I'll argue in favor of Billick as well.

He is, at his core, an offensive-minded HC. And he's also just the kind of '**** you, we're winning this game' style of HC that I love. He's Marty's heart/attitude but with an actual gamblers streak offensively. He'd bring back the fire and passion that made the Chiefs defense great in the mid-90s but would also bring that offensive creativity that fueled the Vikings and (here and there) made the Ravens offense look good.

Billick isn't just Marty mediocrity. He's absolutely everything you'd want in a HC if you didn't see him stumble towards the end in Baltimore. Well, Coglans law applies there, does it not? Everything ends badly...otherwise it wouldn't end. Every coach eventually runs out of steam; happens to all but the greatest of the great. Billick stumbled and lost his job - that doesn't mean that the things that happened before the stumble didn't happen.

His resume shows he was creative enough offensively to lead the most prolific offense in NFL history (1 missed FG away from a SB). It also shows that he was a good enough HC to completely shift gears and create a SB winner around a great defense and a game manager. His resume prior to that and his statements after it do not suggest this is his preferred route, but it's one he will take if he has to and be somewhat successful at it.

I think I really like the Billick idea.

Which means it will never happen. The Chiefs don't hate everyone...but they sure seem to hate me.
