I know a county administrator at a large metro county in north Denver who is the biggest pile of feces in the world. He's incompetent, unethical, and dishonest, and if he thinks you're below him in the social pyramid, he's a major ass. But to the people above him, he's very gracious and polite and nice, and he will do anything they want. So they keep him around. I think it's actually somewhat psychopathic behavior.

I know a couple of people like that, one I was below before opening my business. It's funny to see him kissing my ass now, I call him out on his bullshit and he walks away with his tail between his legs. The only way to stop this psychotic behavior is by calling them out to other people IN FRONT of them.
