Clark didn't drag his feet 4 years ago. He went out and hired the biggest name, the three time executive of the year, the executive of the decade. Herm didn't interfere in that.
Pioli is the one who could have immediately fired Herm but kept him around until Haley became available.
This will affect nothing unless Clark's ultimate plan is to force Pioli on whoever he hires, which doesn't sound like it's what he is doing.
He needs to make a decision on the coach quickly though, because if that's the direction he's going in, the new coach will need to be in place quickly before other personnel jobs get filled in case that's who the new coach wants.
Keeping Pioli around in the short term makes no difference as long as Hunt is making it clear he's not part of the terms of taking the job...
