He's not alone, and it's a valid question - a number of people in the track & field world have concerns about it. If the prosthesis propels the runner further than an able-bodied runner would be able to, it's an advantage. Technology can out-perform biology in this type of activity, so care has to be taken.
Regardless, it's pretty cool...
