You don't have to get the Big East to think those schools are dead weight. You just need to come to an agreement with the schools to make a NEW conference. If you can propose more money than they make now and stability, I don't think it matters much.

Football is absolutely what's driving it. That's the idea. Kicking out schools who don't even play football aren't going to make a difference either way, so why do it? The only reason to do it would be because you think the basketball version of the conference is getting too big. Unless those schools get football money, which I highly doubt they do, it's irrelevant.
