I doubt the Big XII will expand to 12 if they get BYU. The current contract for 2nd Tier rights is for a ten team conference. There is no guarantee that the networks will rework that contract for a couple of "add ons", which means the pie gets divided down. If we expand to 12 it will only be for one of two scenarios:

the other two are prominent programs that would be leverage to renegotiate the deal

or

the Big XII will wait until the 1st tier negotiations are coming up and expand if they think it will increase that contract.

There is absolutely no reason to add 2nd tier schools for the sole sake of getting back to 12. Basically, this whole thing comes down to whether BYU says yes or not.
