Publically it's the reason why he's still there, but the school did not want to be seen as paying millions to buy out the football coach, and then go hat in hand to Denver begging the legislature to not cut higher ed. It was a political decision to keep him.
They're not a wealthy AD, but they're not near as broke as they're perceived to be.

I had read somewhere that the CU AD had to borrow money to hire Hawkins, and as of this spring, had not yet repaid the loan.
