If the Big 12 collapses, there is no exit penalty at all. If it does not collapse, the penalty is written into the contract and set in stone. There's no reason, at all, to agree to reduce it.
Missouri either is afraid they will get left out now, or if Tiger fans want to be optimistic, they have an offer but would genuinely like to save the Big 12 if possible at new reasonable terms and wants to give it a shot before leaving.
