Another theory might be that the interior was gutted when it was office space, and it's not attractive inside. But even that wouldn't explain it, because it's cheaper than even the most basic office space.
You could always find a nearly cemetary and convert it into a parking lot.

Of course, make sure you only pretend to have the bodies moved.
