3. Whomever is going to take over this abortion of a franchise will need to hit the ground running.
4. Per #3, if there is a GM already hired, it would make no sense to delay the announcement.
You think the Titans or the Giants or any other team is going to give a flying rats ass about the GM waiting to make the announcement?
