In Windows Media Player click on Tools then Options. Go to the Rip Music tab. Under Rip settings: Format change it to MP3 and then select around 196Kbs burn setting. That should do it for ya.
Of course, if you are meaning to post a song on the Planet. Select the smallest MP3 format you have. 196 will make the file around 4Mb.
