In that event gas mileage probably is not that big of a consideration. But you can compromise and get a small used asian model SUV that will give you decent mileage and a decent price. Personal tastes vary so I am not recommending a particular one.
By the way how are you getting so many tickets driving such short distances. The most you can save over those distances is about a minute by speeding, slow down.
