His stats say he's very accurate (career 72% completion rate), throws a high percentage of Td passes, and is very efficient (Passer Rating: 160.4). Don't know where that put him among his peers last season, but I bet he ranked pretty high overall.
So, again, the idea that he's not good enough to be a starter doesn't seem logical.
