The therapist said that it was normal and will happen from time to time. He said muscle fatigue is common so as long as I am not struggling for breath or having chest pains I shoul be OK.

Never been through a rehab program, but I would bet almost everyone who has followed a training plan knows that there are just days when our bodies are off. It's absolutely normal, nothing to worry about. The benefits from rehab/training come in many cases from the body rebuilding tissues that have been broken down, so instead of rehab/training just resulting in one-way gains, it's really a back-and-forth where on net you're winning better health, but you will have some sessions that feel off.
