I don't know the exact reasons that the police declined to press the charges, but I'm betting that a complete lack of physical evidence and witness statements corroborating the story of the individual arrested would lead them to the logical conclusion that she was either lying or grossly exaggerating. Anyone ever known a woman to get all emotional and tell a story with little resemblance to actual events?

Let me try and paint a picture.
Your boyfriend is a star football player making it to the NFL. He gets paid, you're about to be a part of that money, you get engaged.
Then he finds out about your affair and you're about to lose all that NFL money, so you go absolutely batshit insane trying to concoct a story that he attacked you so you can sue him to get some of that money in the form of a settlement.
Seems plausible if youre a crazy gold digging hood rat.
