I see why Reid likes Steele so much; it's his versatility. He can play both backfield positions, return kicks, and play special teams, and plays them all with a full head of steam. That's a nice player to try and develop, but so far I haven't seen any flashes that he can be really good at any of those roles.
He's a jack of all trades, and we all know how much Andy and Toub love those guys. I don't think this dude is going anywhere for a while, might as well get used to it.

Even if he did what you mentioned and did it well, he is still a liability when it comes to pass protection and ball security. If he can’t hold the ball when running it, I don’t want him returning any kicks. It’s too much of a risk that he will fumble at the most in opportune time. Plus he lacks any break away speed.
