For the last time, the violations concerned the deferment of players salaries without NFLPA notice or approval, serious CBA union violations. But none of it affected on-field competition (and trying to prove or disprove competitive advantage by looking at what players were added to the roster during those years is ridiculous).
Call the league office on Park avenue in New York City, tell them you're calling on behalf of Chief's Planet, and ask what they do to police the salary cap. They will tell you they check every roster every week to police the cap. And the only violations that affected on-field competitive balance occurred as a fallout of the uncapped year in 2009. That's what they told me when I called 6 or 8 years ago.
