Eli Manning, IMO.
It was all happening at about the same time but Eli was the first guy I ever heard give voice to it and admit that he was doing it.
I listened to a post-game interview where someone asked him about a bail-out flag on 3rd or 4th down and he said something like "Man, that wasn't an accident or a bail-out. I had nowhere else to go with the ball, worst case scenario was an arm punt so I shorted it hoping for a miracle or a flag..."
