I’d argue that’s the case for any QB who played prior to about 2004 or so as Garoppolo also has a career passer rating higher than Peyton Manning, Joe Montana, Dan Marino, Steve Young and Kurt Warner.
In any case, Brady wasn’t bad prior to 2007. Take a gander at the leading passers for each year from 2002-2006. Brady was typically inside the top 10 for passing yards and TD:INT ratio. Then consider the offensive weapons he was working with during that timeframe.

Even if I concede that he was mid for the six seasons prior to breaking out in 2007, he still had basically seventeen more seasons of elite QB play lol
