If someone's dog isn't on a leash in a public setting, whether it's 100 lbs or 20 lbs, they're a moron. I've seen a beagle rip at a woman's ankle before as she was trying to help an elderly woman with her car. I don't care what breed or how big their dog is, if they don't keep their dog on a leash in a public setting, they're being irresponsible.

I also have a border collie mix. She's the least aggressive dog ever. If another dog gets close, she will flop over on her back submissively with her paws up in the air.
She wouldn't hurt a squirrel. Yet I still keep her on a leash. FOR HER OWN SAFETY.
