By the time he's flushed it's already too late. Pat committed to the scramble and Rice ran himself into a defender who was coming over from the right.
If you want to be mad at Pat at any point during this play you can be mad at him for not throwing him early.
Lets also not forget that this would've been a scramble for good yardage to get them inside the 5 too.

Throwing early is a backwards read, though. I think Kelce and the safety are the read keys and he needs to see what the safety does before he commits.
The problem is that he sees what the safety does and just bails from the play altogether. He simply stops his reads once Kelce is covered. And he's done that a LOT this year.
He should've immediately come off Kelce and seen that lane to the safety's left. As has been noted, those are the windows you get inside the 10. If you're unwilling to throw that ball at that time, don't call that play.
Because that play worked as designed. The QB just didn't stay with the design.
