I think an argument can be made that they've taken that philosophy too far. Target your best players, and sprinkle in some creativity with shots to lesser players to keep the defense honest. Not the other way around.

I don't think we need a 'traditional number 1 receiver'.
But I think we DO need a traditional 3 man rotation at the position.
The problem isn't necessarily that we won't give Rice 85% of the snaps (though I think that would help). The problem is that we don't seem willing to give ANYONE a reasonably consistent snap share.
The WRBC thing is just an absolute disaster and yet 2/3 of the way through the season we won't get away from it. Even if it's not the WRs fault (as O.City suggests - the rotation may indicate the coaches think the WRs are doing a fine job), it's still ****ing up their chemistry with Mahomes.
The 'why' of it doesn't matter at this point. Just that it's not working. So stop doing it.
