This isn't about raw talent.
From that perspective I think Rice will be better than last year's Juju.
The issue is will it happen by the playoffs or will it be next year.
As to what JuJu dd that Rice doesn't, he ran the routes they wanted and got open for first downs when needed. Rice's role right now is not that.
He is being used as a YAC play where they get him the ball and he uses his athleticism to gain chunk yards.
