I wouldn't say he's 'prime' Matt Ryan because prime Matt Ryan won an MVP and deservedly so. But he's a poor man's Ryan in that he can be really good when a plus team is in place around him.
He's a solid throwback thrower. Kirk Cousins may be his best analogue though I think Cousins has demonstrated far greater consistency. He's not going to make much happen off script. He's not terribly mobile or a plus improviser. But if you're looking for someone that can operate an offense well, he's fine.
I wouldn't go much further than that, though.
