Just a quick check of his gamelogs, he has 4 games where he went over 56 yards besides the DAL game, two games in which he went over 70 yards, and an overall catch rate of over 66%. And in those games, Toney averaged over 14 yards/catch.
In fact, he only has three games in his career where his catch rate was less than 60%.
Really the only thing you can surmise from his career stats is that he doesn't get enough targets.
