The way I see everything worded from what we've previously looked up on this, PYS only includes payments made to the player.
Verbage: A player's PYS is composed of his base salary, roster and reporting bonuses, prorated signing bonus and other
payments to players for playing in the NFL for the previous league year
If he doesn't play, he gets no pay. Therefore it can't count to his salary.
