That makes the most sense of anything I've read on this. If he expects to play out the year and leave he's giving away money, but if he expects to sign a new contract he theoretically can get the money back. The team isn't allowed to forgive the fines, but there's nothing to say they can't put an extra $2 million in a new contract to make it up.
