Luck is a factor in any sport, including golf. Gust of wind, hit a sprinkler head or cart path, a lucky bounce off a tree or spectator, etc. Hitting into a bunker isn't bad luck, it's a mistake, and mistakes should have consequences - especially in a major. A standard bunker is meaningless to a golf pro, might as well just remove them.
