I think he was by far the best person available to “fix” Russ. He knew the OL was terrible sacking Russ 55 times so he upgraded.
His moves this off-season make sense on offense. The run game will be built to help with play action and the OL got expensive new players + Bolles back from IR.
I do think the hiring of Vance Joseph was horrible and the guy he replaced was significantly better at the job.

100% concur.
Payton took several marginal QBs and made them more efficient over the course of his career. He can likely do something similar with Russ. Now, no one's saying that Payton will find a way to return Russ to his "cooking" years, but I doubt that's the goal. Make him a plus and not a minus is probably closer to reality.
And the Vance hire was a little puzzling. Guess we'll see if that was a mistake or not by season's end.
