Part of the reason lies in the remarkable inefficiency of the play. Eh, I think that’s skewed a bit because it doesn’t work if you telegraph it, force it or use it as a crutch. I also think of it interchangeably with back shoulder throws or jump balls. Plenty of WRs and QBs who can turn this into a higher % play than 30%. It’s also pretty safe because you can easily throw it away so it’s not the worst goal line option where you’re trying to mix in a pass play
