Doesn't look deliberate. That small plane started banking to the left before the B17 came in to his sights and, due to him being banked, he never had a chance of seeing they were on course to crash into one another. That being said, my guess is the B17 had right of way through that particular stretch and the small plane came in too low or too far right in to it's path.
