They can restructure Allen to create space for 2023, but his hits in 24-end of his deal then jump to 47.5M, 56.5M, 55.6M, 45.3M, 41.5M.
Restructuring Allen and Morse at their max restructures buys about 25M in cap space in 23, with 10M of that being slotted for the draft class. That leaves them $15M to fill out the roster, which isn't much when you're looking for 8-10 dudes. Von Miller isn't cut-able until 2024. And would require some really creative work to keep one of Edmunds or Poyer.
That Miller contract might have made them good enough to get past the Chiefs in the playoffs this year. But if it doesn't pay off this time, when is it going to pay off? Only going to get harder in the years to come.
The Chiefs reloading the way they did at the time they did really positions them well to dominate the next five years after this one. They have a lot more flexibility than their biggest competition in the AFC.

Bingo, this is their all in year, if they don't win it this year they're kinda hosed.
