Yes, as a back up plan to not getting Rodgers. They wanted Rodgers. Even everyone in NFL circles knew this. RW was Plan B. Plan A was convince Rodgers to come there by hiring his offensive coach and paying him bigly. It fell through. Plan B was trade for RW, take it up the pooper on draft capital and eventually have to pay him as well (although not as much as ARod).
I said 'last minute switch' because ARod was the plan all along and when they went up to the 13th hour to try and get something done and realized it wasn't gonna happen, then they pivoted to RW at the last minute (which, yes, they had discussed previously). But it was clearly Option B. Based on the Hackett hiring (a guy who is CLEARLY not ready to be a head coach in the NFL) and all the draft capital they would have to give up getting RW. They knew what the cost was going in and knew it was going to 'hurt' if they couldn't lure ARod there.
Thus, here we are.
