Really, the Bills deserve a shitload of credit for grabbing Allen where they did. That was seen as a major reach by many after he showed little development (and in many ways regressed) in his final year at Wyoming.
He's a funny pick and a great scouting grab. As a Soph there was a belief that he might leave early (I believe he was a redshirt soph so he could've declared) and if so would probably go in the back of the 1st, maybe even early 2nd.
Then he stayed and as a JR had a pretty rough year. With no major changes to the staff or notable defections he just didn't improve. Now WHY that would convince a team to take him 20+ spots sooner than he was projected the season prior is beyond me. But the Bills did and thus far appear to have been rewarded for their confidence in him.
But there's a really easy answer as to why Elway didn't take Allen - it just wasn't a no-brainer at the time.
