This is the same as that old "Is X pitcher an ace" discussion.
Is Charvarius Ward one of the top 32 corners in the league? Yeah, I think that's a fair statement to make. So if everyone was evenly distributed, he'd be the best starting CB on some team somewhere in the CB ranking.
But that's not exactly how I see things on Aces or #1 CBs. If I'm going to game 7 of the WS and I have Madison Bumgarner I've got an absolute badass on the bump and I'm confident that my guy will have a great start and drag us through. But the Royals in 14 acquired Volquez mid-season and he had the best pedigree. Ventura the most talent and Chris Young may have had the most productive season beginning to end. They had a 'best pitcher' by a lot of different definitions but lacked an actual 'ace'.
So is Ward a #1 corner in a 'shut down CB' sense? No. But in a pure meritocracy would he be the best CB somewhere? Yeah, I think he would be.
