Who's the 'they' in this scenario?

If it's the Chiefs, its just moving money from one pocket to the other. Burning this season's rollover that will be needed next season is no different than just spending it next season.

The only thing that would make this doable is if the Jets put that gauaranteed salary on their cap THIS year via re-characterizing it as a signing bonus.
