I gather it means a re-post ... I mean, any moron can figure that out eventually. But, why the letter "Q"?

It developed over time
It started with calling out reposted material by replying 'Repost.'
Then people started 'highlighting' reposts, by posting REPOST at the rate of one letter per post.

Then when people got wise to the game, they would try to thwart it with random letters

Then Q was settled on as the default REPOST interrupting letter.
Then then entire thing was distilled down to Q meaning someone noticed a repost.
