Texas families are notorious for starting kids in school as late as possible with an eye toward giving their kids time to develop before it's time to try out for high school sports.

I have no idea whether that's in play here. There are plenty of idiot children out there, and this kid is very clearly one of them. He certainly could have been held back a couple of times.
