Last year, the contractors claimed that the enormous amount of rain that we received in SoCal last year would push the construction completion from 2019 to 2020.
My guess at this point would be that the geologicals were incorrect and that they'll need far more concrete and steel than originally anticipated, as that happens from time to time once excavation has begun.
But again, that's just a guess.
